Chives are best fresh from your garden. Fresh chives have a freshness that is lost on drying. They have a refreshing taste that is herby and mildly oniony.
Chives are good with other herbs like thyme, oregano and chervil, or used chopped and sprinkled over omelettes or a potato salad or mixed into cottage cheese. Chives are are key component of fines herbes. Or why not mix into a home made vinaigrette?
It's best to add chives at the end of cooking, otherwise their flavour will get lost.
